E-learning and Digitalization Officer (Young Professional)
Within the framework of the WAPP-GIZ (ProCEM) Technical Assistance Program, it is envisaged to contract an E-learning and Digitalization Officer to provide technical support of the capacity building activities, particularly those related to the implementation and management of online training initiatives within the Network of the WAPP Regional Centers of Excellence (RECs).

Under the direct supervision of the WAPP Capacity Building Program Coordinator and the overall guidance of the Director of Administration and Finance, the E-learning and Digitalization Officer is mainly responsible for the development, implementation and management of online training initiatives within the Network of the WAPP Regional Centers of Excellence (RECs). This role involves coordinating the creation of digital educational content, online training activities, and managing online learning platforms, LMS (Learning Management System) as well as maintaining the Network's internal and external communication tools, including social networks, training catalog, newsletters, etc.
Essential Duties and Responsibilities:
The E-learning and Digitalization Officer’s key tasks, among others, shall be:
Coordination of the development of the Training Content
- Ensure the collection of information related to training content in a timely manner from the Network's stakeholders
- Ensure that learning modules created by the eLearning teams are presented consistently on the LMS and are based on the guidelines of the Corporate Design of the RTC Network.
Platform Management:
- Administer and maintain the RTC Network's online learning platform;
- Ensure the availability and attractive formatting of educational resources for learners.
- Ensure the validity of the design tools and platform licenses
- Serve as a focal point between the consultants and the Network of RTC
Training Cordination:
- Collaborate with the Network's E-learning teams to identify training needs and develop relevant e-learning programs;
- Coordinate the logistics of online training sessions, including planning, participant registration, and communication management.
Marketing of online training courses:
- Ensure through the various communication channels, the advertising and marketing of the Network's training products
- Use targeted online ads on platforms such as Google, Facebook, LinkedIn, etc. to specifically reach target groups interested in training products.
Evaluation and Improvement
- Evaluate the effectiveness of online training programs using performance metrics and feedback;
- Proposes continuous improvements in learning content and methods based on the results obtained.
Preparation of Reports:
- Prepare if necessary the minutes and reports of the working sessions and meetings, in particular those of the meetings of the E-learning / network coordination teams;
- Prepare periodic activity reports (monthly, semi-annual & annual) on E-learning activities and monitoring of communication activities;
Supervision:
- Assume any additional work assigned by the Supervisor;

Education:
Post Graduate Degree (A Level+4) in the field of information technology management (Communication) or related field.
Professional Years’ Experience:
At least twelve (12) months of professional experience in the fields of information technology and/or online training or similar positions is required.
Knowledge, Skills and Abilities Required:
Familiarity with an E-learning Platform
- Have knowledge in the administration of the Learning Management System (LMS);
- Have organizational skills in planning and conducting online training;
- Can set up and manage an activity monitoring dashboard;
Written and verbal communication
- Ability to communicate concisely and clearly;
- Good listening skills, correct interpretation of others' messages and ability to respond appropriately;
- Ability to write and edit documents, minutes and reports of meetings (Working Groups and Experts);
- Strong research and analytical skills, with the ability to draw conclusions and make recommendations;
- Demonstrate tact, discretion, ethics and open-mindedness in sharing information and informing stakeholders.
Computer skills
- Very good knowledge of social media tools (Facebook, X (Twitter), LinkedIn, Tiktok, etc.) and MS Office (Word, Excel, power-point, Publisher, etc.);
- Knowledge and research on the Internet and videoconferencing tools (teams, GoToMeeting, zoom, etc.);
Language:
Excellent oral and written command of French or English and a very good working knowledge of the other language.

Remuneration:
This position is funded by the award GIZ / ProCEM II (Promotion of a Climate-friendly Electricity Market in the ECOWAS region) for a period of one (1) year. The successful applicant shall therefore be offered a Fix-Term Contract of twelve (12) months with a probationary period of three (03) months and shall be subject to the availability of funds. The WAPP Secretariat offers a competitive compensation packages comparable to those offered by similar regional/international organizations.
