ENGINEERING, PROCUREMENT, CONSTRUCTION AND COMMISSIONING OF EQUIPMENT FOR SYNCHRONIZATION OF THE WAPP INTERCONNECTED NETWORK

Contract Title: Design, Supply and installation of Static Var Compensators (SVC), Phase vector Measurement Units (PMU) and Special Protection Scheme (SPS) relays.
1.The West African Power Pool (WAPP) has received a grant from the World Bank towards the cost of West African Power Pool (WAPP) Integration and Technical Assistance Project to, among others, support the synchronization of transmission lines interconnecting WAPP countries. In order to support this objective, the WAPP General Secretariat (as Project’s Implementing Agency) intends to apply part of the proceeds toward payments under the contract: Design, Supply and installation of Static Var Compensators (SVC), Phase vector Measurement Units (PMU) and Special Protection Scheme (SPS) relays.
2. The WAPP now invites sealed bids from eligible bidders for the design, manufacture, testing, supply, installation and commissioning of Static VAR Compensators (SVCs), installation of Phasor Measurement Units (PMUs) and Special Protection Scheme (SPS) relays in WAPP.
3. Bidding will be conducted through the International Competitive Bidding procedures (single-stage bidding) as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers - January 2011 Revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines.

5. A complete set of bidding documents will be made available to the interested bidders upon submission of a written application to: piu-icc@ecowapp.org
6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank Standard Bidding Document for Procurement of Plant, Design, Supply and Installation (April 2015).
7. Bids must be delivered on 10 September 2018 on or before 10:00 am, Cotonou local time at the following address and must be accompanied by a bid security of 100,000 USD.
