I- Context:
The Economic Community of West African States (ECOWAS) established the West African Power Pool (WAPP) to develop a sustainable electricity supply system. In 2008, ECOWAS enabled WAPP to establish Special Purpose Companies to accelerate regional electricity transmission projects. The CLSG interconnection project that involves Côte d’Ivoire, Liberia, Sierra Leone and Guinea, was developed to construct a 1,303 km transmission network and twelve substations. In 2012, a treaty created TRANSCO CLSG to implement this project.
Subsequently, a General Manager was recruited in 2014 to assume full responsibility for the implementation, operation and maintenance of the interconnection line and related facilities. TRANSCO CLSG then recruited a temporary operator for the operation and maintenance of the line and started commercial operations in December 2021.
In accordance with Resolution TRANSCOCLSG/CA/172/RES.27/02/23 of February 27, 2023 of the Board of Directors (CA), a new General Manager must be recruited and take office at the end of March 2025, the end date of the mandate of the current General Manager.
The Board of Directors therefore hired a firm “KAPI CONSULT” to assist it in the recruitment process of the new General Manager who will ensure the strategic and operational leadership of TRANSCO CLSG.
II- Job Description:
Position: General Manager
Duty Station : Abidjan, Cocody, II plateaux, 7th Tranche, Republic of Ivory Coast.
The General Manager will be required to make frequent trips within the region to the local offices of TRANSCO CLSG throughout the duration of his mandate.
Type of contract: Full-time, initial term of four (4) years, renewable upon decision of the Board of Directors.
Hierarchy: The General Manager is responsible for the performance of the department directors, as well as the senior management of TRANSCO CLSG. He will report directly to the Board of Directors and is required to provide it with monthly financial and operating reports, in accordance with the guidelines set out in the Shareholders' Agreement and the Company's Articles of Association.
Working conditions: TRANSCO CLSG offers treatment comparable to that provided by international organizations such as WAPP, ECOWAS and other specialized institutions working in the sub-region.
Eligibility: Not eligible for this position is any person elected or holding a government position, or being a shareholder or director of one of the company's suppliers, or if they are a member of a regulatory authority in the electricity sector.
The General Manager's main missions will be to:
- Establish and implement key structures and institutional documentation, recruit high-level human resources to ensure the smooth functioning of TRANSCO CLSG.
- Provide the leadership and vision necessary to ensure that the interconnection line meets established plans and specifications.
- Coordinate and monitor all phases of the project (construction, operation, maintenance) with effective operational and financial controls.
- Ensure the quality, efficiency, productivity and commercial viability of the interconnection line, with prudent financial management and effective human resources management.
- Build positive and lasting relationships with key stakeholders including funders, project partners, shareholders and regulatory authorities.
- Ensure compliance with TRANSCO CLSG’s obligations under the International Project Agreement and maintain relationships with national power companies, governments and WAPP to maximize utilization of the CLSG line to increase revenues.
- Develop strategic plans for business growth and implement change management strategies.
- Ensure smooth running of operations, including planning, coordination, operation and maintenance of the CLSG interconnection line.
- Develop and implement a detailed business strategy for the first five years of operation.
- Manage the day-to-day operations of the business and coordinate the activities of key departments
- Ensure that the company's accounts are maintained in accordance with international standards.
- Ensure the timely preparation and submission of budgets and financial statements.
- Develop a commercial strategy to promote transit via the CLSG line.
- Ensure the proper functioning and uninterrupted operation of the interconnection line and ensure that the line complies with established standards and specifications.
- Coordinate activities to ensure optimal and efficient operation.
- Prepare various reports for the Board of Directors and maintain effective communication channels with all stakeholders.
III- Qualifications required for the position:
- University degree (Master's level or higher) in Project Management, Business Administration, Finance, Engineering, Economics, Business Management, Legal Sciences or any other equivalent discipline from recognized universities.
- Minimum fifteen (15) years of experience in the implementation of major projects in the energy sector, including at least ten (10) years as Director.
- Experience in a position of Director General or equivalent, Secretary General of international institutions will be an asset.
- Possess specialized knowledge in at least two (2) of the following areas:
- Energy exchanges ;
- Electricity transmission markets ;
- Planning and operation of electricity transmission networks ;
- Operating rules for a regional electricity market.
IV- Required skills :

Language: Fluency in English or French and have a working knowledge of one of the languages in order to communicate effectively with all stakeholders in the sub-region.
