The existing WAPP GIS database titled WAPP GIS Version 1.0.0. was developed in January 2016. It includes a detailed representation of the transmission and generation system of the interconnected countries of the West African region and is composed of the following folders and files:
- Aerial
- Background
- Power System
- Single Line Diagram
- Styles
- Composer
- PDF maps
- QGIS Training manuals and exercises
Georeferenced data concerning the electrical assets are stored as shapefiles. The data contains:
- Power plants,
- Substations;
- Lines;
- Réactors;
- Capacitors;
- Power Lines;
- Transmission Lines.
The background data contained in the database is mainly composed of aerial photos of the substations, shapefiles and raster exported from the Open Street Map database.
4.2 Expected Activities
4.2.1 Update / upgrade the existing Regional GIS database.
The Consultant will be expected to work in collaboration with ICC to:
- Identify the required updates of the GIS data;
- Identify the required and existing contextual and economic / markets data;
- Sensitize WAPP members on the WAPP GIS, and getting their acceptance and buy-in: country visits and regional meeting of a GIS task force (representatives from WAPP member utilities and the ICC);
- Identification of stakeholders expectations in regard to WAPP GIS;
- Launch data collection process by the WAPP GIS task force;
- Update and upgrade existing GIS database.
4.2.2 Develop a Web GIS prototype
In Collaboration with the GIS taskforce, Consultant shall:
- Carry out needs analysis, requirement definition and product identification to identify and select the most reliable GIS software for the WAPP;
- carry out a comparative analysis between using proprietary GIS Solution vs opensource and make appropriate recommendations;
- The consultant shall support the WAPP in assessing and acquiring the identified GIS software;
- Use the acquired software to develop a GIS Prototype for the WAPP.
SPECIFIC WORK
4.2.3 The consultant shall support the WAPP in assessing and acquiring the identified GIS software;
The consultant will review current procedures and techniques of GIS data collection storage system and recommend procedures to bring the practices up to acceptable international standards.
4.2.4 Update / upgrade of the Regional GIS data
The consultant shall update the WAPP GIS database titled WAPP GIS Version 1.0.0. January 2016 developed by the West African Power Pool with the support of Tractebel Engineering. It includes a detailed representation of the transmission and generation system of the interconnected countries of the West African region. The proposed architecture should be a client-server-based fail over system. System should be modular and scalable to allow for integration of additional services.
4.2.5 Development of the Web GIS Prototype
The consultant shall develop a Web GIS for quick and efficient service delivery to WAPP and its member utilities. Users within and outside WAPP Secretariat shall have access to various Web based services such as Google maps and can also enjoy access to the GIS system without a WAN or LAN connection using their own device such as mobile devices. The web GIS Database has two tires of users, one for GIS development interactively at web and the other for consumer use and getting information or data.
At WAPP Administrative level, it will be possible, amongst others:
- To edit, compile, add new features and related information while in the field with access to the entire data controlled by WAPP;
- To query any spatial database related to the electric network database;
- To get physical images like satellite image or Google earth image for quick decision making;
- To superimpose the collected electric network information on Google maps for getting direction, interactive map, location etc .;
- Ability to include geo-processing features to web mapping;
- Electrical analysis, geographical analysis, database analysis, statistical analysis, financial analysis would be possible via Web access;
However, at other users or consumers end, it will to be possible amongst others to:
- To find out the coverage of electric transmission lines, distance;
- Location, capacity of substations and other electrical assets;
- Evaluate the connection status of new line connections;
- Inform of load capacity on transmission lines;
- To realize the accessibility and condition of the present electrification network.
4.2.6 Capacity Building for the WAPP and Utilities members
Capacity Building is an essential component of this consultancy. It is envisioned that this is carried out as follows:
i. Awareness workshop for stakeholder:
On completion of the integration and testing, an awareness workshop shall be held for relevant stakeholders in the region. This workshop will demonstrate the importance of the tool and its features.
ii. Training of Administrators
Consultant shall also be required to train some designated Administrators of the system that will be responsible for the regular updating and management of the GIS System. The users will be drawn from the WAPP Secretariat and staff of the WAPP member utilities.

4. Eligibility and rules of origin
Participation in tendering is open on equal terms to all natural and legal persons (participating either individually or in a grouping - consortium - of candidates / tenderers) which are established in one of the Member States of the European Union, ACP States or in a country or territory authorized by the ACP-EC Partnership Agreement under which the contract is financed (see also heading 'Legal basis' below). Participation is also open to international organisations.
5. Candidature
All eligible legal persons (Firm, as per item 4 above) or groupings of such persons (consortia) may apply.
A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure. All partners of a consortium (i.e., the leader and all other partners) are jointly and severally liable to the contracting authority.
The participation of an ineligible natural or legal person will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.

10. Tender validity
Tenders must remain valid for a period of 3 months after the deadline for submission of tenders. In exceptional circumstances, the contracting authority may, before the validity period expires, request that tenderers extend the validity of tenders for a specific period.
11. Shortlist alliances prohibited
Any tenders received from tenderers having a different composition that the ones mentioned in the short-listed application forms will be excluded from this restricted tender procedure, unless prior approval from the contracting authority has been obtained - see practical guide 2.6.3. Short-listed candidates may not form alliances or subcontract to each other for the contract in question.
12. Grounds for exclusion
Candidates or tenderers must submit a signed declaration, included in the application form or tender form, to the effect that they are not in any of the situations listed in Section 2.6.10.1. of the practical guide (PRAG). Where the candidate or tenderer intends to rely on capacity providing entities or subcontractor (s), he / she must provide the same declaration signed by this / these entity (ies).
Candidates or tenderers included in the lists of EU restrictive measures (see Section 2.4. Of the PRAG) at the moment of the award decision cannot be awarded the contract.

14. Number of candidates to be short-listed
On the basis of the applications received, between 4 and 8 candidates will be invited to submit detailed tenders for this contract. SELECTION AND AWARD CRITERIA
18. Selection criteria
The following selection criteria will be applied to candidates (legal persons).
Consulting services are solicited from GIS Development Specialist experienced in design and implementation of GIS based management system for Power Systems.
Consulting firms should have experience to perform the consultancy services, experience of similar assignments, experience in similar conditions, firm's capability and financial soundness, and availability of appropriate skills among key staff, availability of resources, relevant transactional experience.
The WAPP invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information indicating that they have the required qualifications and relevant experience to perform the Services. The preselection criteria are based on the general and specific experiences of the design office defined as follows:
Be a firm working in the field of development and management of GIS databases for at least 10 years and having experience of at least ten (10) previous missions in the development of databases and Geographic Information Systems (GIS) in the field of infrastructures.
NB: The key personnel required for the completion of the assignment will not be evaluated at this stage.

Any application sent to the contracting authority after this deadline will not be considered.
The contracting authority may, for reasons of administrative efficiency, reject any application submitted on time but received, for any reason beyond the contracting authority's control, after the effective date of approval of the short-list report, if accepting applications that were submitted on time but arrived late would considerably delay the evaluation procedure or jeopardize decisions already taken and notified.

25. Alteration or withdrawal of applications
Applicants may alter or withdraw their applications by written notification prior to the deadline for submission of applications. No applications may be altered after this deadline.
Any such notification of alteration or withdrawal shall be prepared and submitted in accordance with X of the contract notice.
26. Language of the procedure
All written communications for this tender procedure and contract must be in English.
27. Legal basis
Annex IV to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000 as amended in Luxembourg on 25 June 2005 and in Ouagadougou on 22 June 2010. Reference is made to Annex IV as revised by Decision 1/2014 of the ACP-EU Council of Ministers of 20 June 2014.
