EXTERNAL AUDIT OF THE DESERT TO POWER INITIATIVE WEST AFRICA REGIONAL ENERGY PROGRAM – PHASE 1

Sector: Energy / Electricity Country: Multinational (West Africa) AfDB financing agreement references: PROGRAM ID: P-Z1-F00-128 – GRANT No.: 2100155041052The General Secretariat of the West African Power Pool (WAPP / EEEOA) has received funding from the African Development Bank Group (AfDB) to cover the cost of the Sahel Backbone High Voltage Power Interconnection Project, and intends to use part of the sums granted under this grant to finance the audit contract for the Financial Statements (FS) in order to carry out the audit of the project for the 2022, 2023 and 2024 financial years. The General Secretariat of WAPP is a Specialized Institution of the Economic Community of West African States (ECOWAS) located in Cotonou.
The services provided for under this contract include the audit of the Financial Statements (FS) of the Project in order to allow the Auditor to express an independent professional opinion on the financial situation of the program for the fiscal periods 2022, 2023 & 2024 and to ensure that the resources made available to the WAPP General Secretariat for this purpose are used for the purposes for which they were granted.
The WAPP General Secretariat invites Consultants to apply to provide the services described above. Interested consultants must provide information on their capacity and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable missions, availability of qualified personnel, etc.). Consultants may associate to increase their chances of qualification.
The eligibility criteria, the establishment of the shortlist and the selection procedure will be in accordance with the Procurement Framework for Operations Financed by the African Development Bank Group, October 2015 Edition, which are available on the website Bank website at: http://www.afdb.org

The detailed Terms of Reference (ToR) for the assignment will be sent to the shortlisted firms at the Request for Proposals (RFP) stage.
Expressions of Interest must be presented in French or in English, at the Consultant's choice, and sent in a sealed envelope (1 original + 4 copies + an electronic copy on USB key) clearly marked "Call for expression of interest for the audit of the accounts of the Sahel Dorsal High Voltage Electrical Interconnection Project (Burkina – Mali – Mauritania – Niger – Chad), period 2022, 2023 and 2024”. They must be deposited at the address mentioned below no later than 29/02/2023 at the following address: Secretariat of the Secretary General of WAPP (1st floor). Electronic submission of proposals is not permitted. Any protest submitted electronically will be rejected.

NOTICE OF CLARIFICATION OF DEADLINE FOR SUBMISSION OF EXPRESSIONS OF INTEREST
Candidates interested in the expressions of interest mentioned above are informed that the deadlines for submitting expressions of interest and the opening of files are modified as follows:
- Submission of tenders: Wednesday March 1, 2023 before 10 a.m., Cotonou time (GMT+1). The month of February 2023 ends on February 28, 2023 instead of February 29, 2023.
- Bid opening session: Wednesday, March 1, 2023 before 10:30 a.m., Cotonou time (GMT+1)
The other information relating to the Notice of Expression of Interest (AMI) remains unchanged.
