Invitation to Tender – Case without pre-qualification
The West African Power Pool (WAPP) has obtained funds as part of its budget and intends to use part of these funds to make payments under the Agreement- framework number WAPP/AC/01/2023, relating to the provision of various services in four (4) lots.
WAPP invites offers to be sent by email from eligible candidates (Individual Expert for Lot 4 and Firms/Companies) for the other lots) and meeting the qualifications required to provide:
- Lot N°1: Provision of catering and catering services (recruitment of 4 other companies)
- Lot N°2: Provision of vehicle rental services (recruitment of 5 companies)
- Lot N°3: Provision of interpretation services (recruitment of 4 other companies)
- Lot N°4: Provision of document translation services (recruitment of 2 other experts)
The framework agreement will be a “closed framework agreement without a second stage competition”. A “closed” framework agreement procedure without competition in the second stage is one in which the contracting authority concludes with one or more suppliers or contractors a framework agreement which sets out all the conditions of the contract. The first stage submission is final and there is no competition between suppliers or contractors in the second stage of procurement.
The framework agreement will be entered into with a maximum of five (5) holders per lot, subject to a sufficient number of candidates and satisfactory offers. The duration of the framework agreement will be two (2) years renewable once (1) without its total duration exceeding four (4) years (in accordance with the WAPP Public Procurement Code).
The award of the Contract will be conducted by open call for tenders as defined in the WAPP Public Procurement Code and open to all eligible candidates.

Offers in PDF, protected by a password, must be delivered by e-mail exclusively to the secure address: procurement@ecowapp.org no later than January 22, 2024 at 10:00 a.m. local time in Cotonou. Any offer received by Procurement@ecowapp.org after the expiration of the deadline for submission of offers will be rejected. Paper offers will not be accepted.
Bids will be opened by videoconference on January 22, 2024 at 10:30 a.m. Cotonou local time. Candidates who wish to participate in the online opening could connect to the link (Microsoft Teams) which will be sent to them upon seeing a request to the following address no later than January 18, 2024: msdiedhiou@ecowapp.org. The tender opening minutes will be sent to all candidates.
Offers must remain valid for a period of 120 days from the submission deadline.
