TRANSCO CLSG will start operating its HV transmission network in July 2020 and will generate revenues from the sale of transmission services to its four shareholders (CI Energies, Électricité de Guinée, Liberia Electricity Corporation and the Electricity Distribution and Supply Authority of Sierra Leone) and other users. The fulfillment of TRANSCO CLSG revenue requirements is ensured through the provisions of the Treaty and International Project Agreement subscribed by the four CLSG States.
The Government of Liberia (hereinafter called “Borrowers”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a credit (hereinafter called “credit” toward the cost of Côte-d'Ivoire, Liberia, Sierra Leone & Guinéa Interconnection Project (CLSG). TRANSCO CLSG (hereinafter called “the Client”), intends to aply a portion of the proceeds of this credit to eligible payments under the contract for the Operation and Maintenance 'O&M) Operator for the CLSG Interconnection Network, not later than the closing date of the Credit (Currently December 15, 2020). For this contract, the Borrower shall process the IDA payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines.
TRANSCO CLSG, “the Employer” now invites sealed Bids from eligible Bidders for the Operation and Maintenance (O&M) Management Services of CLSG Interconnection Network including Transfer of Knowledge, Training, Lines & Substations Operation and Maintenance (including but not limited to Overhead Transmission Lines , Underground transmission Cables, Transformers, Disconnectors, Circuit breakers, Shunt Capacitors, Measurement Transformers, AC / DC Supply Equipment's, Middle Voltage Switchboard, Low Voltage Switchboard, Surge Arresters, scada system etc.) for a duration of four (4) years.
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's “Guidelines: Procurement under IBRD Loans and IDA Credits, January 2011 (revised July 2014), and is open to all interested eligible Bidders.

The Bidding Documents in English may be purchased by interested eligible Bidders upon the submission of a written application to the address above and upon presentation of a proof of payment of nonrefundable fee of Three (300) hundred United States Dollars or equivalent in XOF or EUR. Bids must be delivered to the address below office on or before 30/10/2020 at 10:00 AM. Electronic bidding will be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives at the address below on 10/30/2020 at 11:00 AM. Bidders will also have the option to submit their bids electronically (by email) at the address: mjallow@transcoclsg.org. The electronic submission procedure is described in the section II-Bid Data Sheet, clause 23.1 and 26.1 of the Request for Bids.
All Bids must be accompanied by a Bid Securing Declaration consistent with the form included in section IV “Bidding Forms”.
Bids shall remain valid for 180 Days after the deadline for bid submission prescribed above.
Attention is drawn to the World Bank’s Guidelines requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding Document.
