Brief description of the project, the context, time schedule and further information:

The objective of this initial Study is to develop a structure for implementation of the Performance Initiative (PI) under the West African Power Pool (WAPP) and to enhance the WAPP to operate as a platform for support to transmission and distribution system operators. Within this context, the PI shall identify and finance investment projects for performance improvements of national utilities, as well as complementary training. The duration of the study is estimated to 8 months.

Scope of Consulting Services:

1. Perform a scoping study for assessment of needs in performance improvement of national utilities. Elaborate suitable related project proposals. Define related KPIs allowing to justify successful implementation of the projects;
2. Assess which hardware equipment or hard- and software tools would be preferably located at the WAPP for use by the utilities;
3. Conduct an Abbreviated Feasibility Study for each of the proposed measures;
4. Based on the envisaged investment measures, define in coordination with the implementing utilities the related capacity building programmes;
5. Propose an administrative and organisational set-up of the PI in terms of a Project Implementation Unit (PIU). Elaborate the ToR for procurement of an Implementation Consultant.
