FEASIBILITY STUDIES FOR SOLAR PARKS IN NIGER
The General Secretariat of the West African Power Pool (“EEEOA/ WAPP”), a specialized institution of the Economic Community of West African States (“ECOWAS”) received a donation from the International Development Association to finance the cost of the Sub-Saharan Africa Solar Development Project (phase 1), and the WAPP General Secretariat intends to use part of this funding to make payments under of Consulting Services.
Consultant Services (“Services”) include Feasibility Studies for Regional Solar Parks (PSVR) in Niger.
These studies consist of the following tasks:
- Data Collection and Review
- Determination of the site(s)
- Preliminary Technical Design
- Network Transient Stability Study for Finalized Technology
- Production, Economic Viability and Institutional Arrangement Studies
- Minimum specifications required from the PSVR and Documents for the tender for network connection works.
- Training
The environmental and social impact study (ESIA), the geotechnical campaign of the preselected sites and the transaction process will be carried out under separate contracts.
The level of effort required is estimated at 25 months. The total execution period of the assignment is estimated at 54 weeks after the start of the services. The scheduled start date for the mission is October 2020.

Please note that these ToR are indicative and may change before the publication of the "Request for Proposals".
The WAPP General Secretariat invites eligible Consultants ("Consultants") to express their interest in providing the Services. Interested Consultants must provide information indicating that they have the required qualifications, relevant experience and the ability to perform the Services. The pre-selection criteria are:
- Reference of similar services and comparable missions;
- Experience in hybrid solar / storage projects,
- Experience in the integration and stability of the electrical system,
- Reference in the drafting of tenders to build electrical infrastructure for the transport network,
- Experience of projects carried out in the Sahel zone.
Key experts will not be assessed at the pre-selection stage.
The attention of the interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the “Procurement Regulations for IPF Borrowers”, World Bank Edition, July 2016 Edition (revised in November 2017 and August 2018) ("Procurement Regulations"), setting out the World Bank's policy on conflicts of interest.
Consultants can partner with other firms to form an association (joint venture) to increase their chances of qualification, but must clearly indicate whether the association is a joint venture and / or a subcontractor. In the case of a joint venture, all of the association's partners are jointly and severally responsible for the entire performance of the contract if they are selected.
A consultant will be selected in accordance with the Selection Method Based on Quality and Cost ("SFQC") set out in the "Procurement Regulations".

Submission of paper files is not permitted and hard copy events will not be opened and evaluated. Any offer received by the WAPP after the expiry of the deadline for submission of offers indicated above will be rejected.
